3. When Do I Pay My Taxes? What Happens If I'm Late?
If your bank or mortgage company pays taxes for you, you should contact them, or forward your tax bill to them as soon as you receive it.
If you are not responsible for payment of a tax bill you receive, forward the bill to the proper owner, or return it to the Boone County Treasurer's Office.
Both installments may be paid on or before the due date of the first installment or pay each installment on or before the due date shown on the tax bill.
If payment is late, Illinois law requires a 1 1/2% interest penalty per month, or any portion thereof. To avoid this penalty you must pay on or before the due date.
Late payments received without the penalty included will be returned.
Failure to receive a tax bill or receiving it late, for any reason, will not relieve tax payer from paying taxes or late penalties.
Senior Citizens Real Estate Tax Deferral
What is it?
The Senior citizens Tax Deferral is a program which allows qualified senior citizens to defer all or part of the property taxes on their personal residence. It's a form of a loan with a six percent interest rate which is to be repaid after the taxpayer's death or at the time the property is sold.
Can my real estate taxes due in 2007 be deferred?
YES - You may defer your 2006 taxes payable in 2007.
Who is eligible?
To qualify, you must:
- Be 65 or older by June 2, 2007.
- Have a total household income of no greater than $50,000
- Have lived in the property or other qualifying property for at least three years (except for any periods which you may have temporarily resided in a nursing or sheltered care home).
- Own the property which must be used exclusively for residential purposes. This includes a condominium or dwelling unit in a nulti-dwelling building that is owned and operated as a cooperative. Joint ownership is limited to you and your spouse. You may be required by the county collector to provide proof of ownership, such as a copy of the deed. If the homestead is in a land trust, the trustee must sign.
- Not owe any delinquent property taxes on the property.
How much can I defer?
If you qualify, you may defer all or part of your tax bill for the current tax year. The combined total of taxes deferred for this year and any subsequent year (including interest) cannot exceed 80% of the equity interest in your property.
Do the taxes eventually have to be paid?
Yes -- This program defers taxes; it doesn't erase the tax liability. However, the taxes don't become due until after the death of the taxpayer or until the real estate is sold. The tax deferral can be continued by a surviving spouse who is at least 55 years of age within six months of the taxpayer's death.
How do I apply for this program?
You are required to file two forms with the County Treasurer annually before March 1st. These forms will be available at your county collector's office after January 1, 2007. One for (IL-1017TD) asks for the basic information on your income, and property. It also asks for any joint owners to agree to the tax deferral. You must provide to the Treasurer evidence of adequate insurance on the property.
The second form (IL-1018TD) is the agreement for the tax deferral which sets out the conditions of the deferral, including the maximum amount which can be deferred, the interest rate to be charged, and the arrangements for paying back the "loan".
