The values, as published, are the changes made by the township or multi-township assessors. Property owners will also be notified by mail of the assessment change. All property owners should receive an assessment notice. The assessed values, as published, are subject to equalization by the Illinois Department of Revenue. No township factors were applied by the Boone County Assessment Office.
 
The Boone County three-year level of assessments (2012, 2013 and 2014), as calculated by the Boone County Assessment Officer, is 33.44 according to the sales of the three years compared to the assessed value. 
 
The appraisal date for the assessments is January 1, 2015. The Illinois Department of Revenue will review the entire process completed by the Boone County Assessment Office and will issue the 2015 tentative multiplier upon completion of the review.
 
ALL RESIDENTIAL (including farm residential), commercial and industrial real property should be assessed at one-third of market value based on the local Boone County market according to the ILLINOIS PROPERTY TAX CODE as of January 1, 2015. Farmland is assessed according to the ILLINOIS PROPERTY TAX CODE Division 6 Section 10-110. Farmland and farm buildings are not subject to equalization.
 
The Property Tax Code allows 30 days from the date of publication, October 2, 2015 to appeal the assessed value to the Boone County Board of Review. Property owners have until November 2, 2015 to appeal the assessment. If a property owner wants to appeal, it is the responsibility of the property owner to provide evidence to the Boone County Board of Review that the property is over or under assessed with the market or with neighboring property.
 
Appeal forms and Rules of the Board of Review may be obtained at the Boone County Assessment Office at 1208 Logan Avenue, Belvidere Illinois 61008 or on line at www.boonecountyil.org at Departments / click County Assessor. There is a tab for Board of Review complaints and rules. Only an original copy of the complaint form and evidence must be filed and completed in full. Complaint forms and evidence need to be filed or postmarked no later than November 2, 2015 to be heard by the Board of Review. There will be no exceptions.
