The 17th Judicial Circuit Court and Judges

The Boone County Circuit Clerk is a state constitutional officer elected by the citizens of Boone County for a four year term. The Circuit Clerk is a non-judicial office of the Judicial Branch of Illinois State government. The duties of the Office are set forth by Statute, Rules of the Supreme Court and Administrative Orders of the local Circuit Court. The Circuit Court Clerk is required to attend all sessions of Court, keep and preserve all records and files of the Court and is Keeper of the Seal of the Court.

The Office of the Circuit Clerk is responsible for record keeping for all court related matters. This includes criminal felonies and misdemeanors, traffic and ordinance violations, civil suits including small claims, foreclosures, probate and domestic relations. The office is also responsible for recording filed documents and maintaining a record of all court proceedings. The Circuit Clerk's office also receives and holds in trust monies to be disbursed on order of the court. It is also the duty of the Circuit Clerk to summon prospective jurors for both petit jury and grand jury duty.

The Circuit Clerk's Office is responsible for the long term recording of child support payments collected and disbursed through the County as well as payments made through the State Disbursement Unit.

Jury Duty
Trial by jury is a fundamental principle of our system of justice. Jury service is therefore both an opportunity and an obligation of every American citizen. The following information will give perspective jurors some background information about the process and what to expect when reporting for jury duty.

A Petit Jury is generally 12 people sworn to try a civil or criminal case, hearing evidence and rendering a verdict. Petit Juries convene during the first and third weeks of each month.

The Grand Jury is comprised of 16 people and is sworn to hear evidence presented by the prosecution and determine if such evidence is sufficient to charge a person or persons with a crime by a Bill of Indictment. The Grand Jury is seated in January of each year and is reconvened as needed throughout the year. An additional duty of the Grand Jury each year is to inspect the condition of the County Jail.

Jury Duty is a privilege to be taken seriously by all those called to serve.

Juror Eligibility
At least 18 years of age

Resident of Boone County
Citizen of the United States

Jury pool consists of a merged compilation from:
Voter's Registration
Driver's License Registration
Illinois Identification Card

Juror deferral / excusal permitted when:
Health (doctor's letter required)
Extreme hardship

Jurors are exempt if:
They no longer live in Boone County
They have served within the last twelve months time period
They are currently serving a sentence for a crime or are on Probation or Parole
There are NO WORK EXEMPTIONS from Jury Duty.
By statute, employers must give a juror time off work for his/her jury duty and may not require an employee to work second or third shifts while on jury duty. However, an employer is not legally required to reimburse the juror his/her pay.

Jurors pay from the County is $12.00 per day, regardless of time spent.
