The Boone County Board is the legislative body responsible for policy decisions related to operating County government. Instrumental in this task are the functions of the seven standing committees of the Board, and they are as follows:
- Administrative & Legislative Committee
- City-County Coordinating Committee
- Finance, Taxation & Salaries Committee
- Health & Human Services Committee
- Planning, Zoning, & Building Committee
- Public Safety Committee
- Roads & Capital Improvements Committee
Policy matters are typically debated at the committee level with research and options presented by professional administrative staff, employees, interest groups, and elected office holders. Policy recommendations are then directed to the full Board for a vote.
Assisting the County Board in its duties are three staff positions:
Services provided include, but are not limited to the following:
- Budget preparation and financial planning;
- Human Resources including collective bargaining and personnel issues;
- Information Technology planning and implementation;
- Risk management including liability insurance, group employee health insurance, and workplace safety;
- Purchasing including bid preparation and administration;
- Intergovernmental relations;
- Monthly financial reporting and general ledger management;
- Emergency Management Agency liaison and Homeland Security functions;
- Economic development activities with Growth Dimensions, Inc.
- Agenda preparation and management of information to the various standing committees of the County Board;
- Environmental compliance and closure activity management of Belvidere/Boone County Landfill #2;
- Cable television franchise agreement oversight;
- Coordination of operations in the Animal Control Department;
- Coordination of operations in the County Building Department;
- Strategic management of the County Comprehensive Plan;
- Lobbying activity with State and Federal officials;
- Point of contact for media relations (public information office);
- Coordination of compliance with the annual audit performed by an outside accounting firm;
- Budget and coordination of all matters related to the construction of the new Boone County jail;
- Any other duties related to the day to day business management of a County government;
Separate from the County Board are the six elected offices, and they are as follows:
- Circuit Clerk
- Coroner
- County Clerk
- Sheriff
- State's Attorney
- Treasurer
Elected offices control all operations of their respective state-mandated departments. The County Board has authority over fiscal matters, and close communication and cooperation is essential for smooth delivery of services to residents.
